A leading, world-class large-scale public organization in Hong Kong is seeking an experienced, forward-thinking Assistant IT Manager (Applications Development) . The successful candidate will join our core enterprise application team to lead the development, rollout, and end-to-end support of vital organizational administrative systems. This role sits at the intersection of robust legacy architectures and cutting-edge digital transformation. Responsibilities Project & System Lifecycle Management : Execute system design, continuous development, rigorous testing, routine maintenance, and tier-3 support for internal operational application systems. Application Modernization : Maintain and heavily enhance software solutions built primarily on Java J2EE, ReactJS, Redux, Node.js, Express.js, RESTful APIs, Git, JavaScript, and jQuery frameworks. Business Analysis & Requirements Engineering : Consult with organizational stakeholders and business units to collect, map, and translate operational demands into technical requirements. Architecture Feasibility : Provide structural overviews and feasibility audits to ensure engineering capabilities match evolving workflow objectives. Proactive AI Integration : Conduct organization-wide "AI Readiness" assessments to pinpoint automation targets, driving process re-engineering and actively infusing AI use cases into running apps. Performance Tuning & Collaboration : Diagnose performance bottlenecks, lead cross-functional troubleshooting, and coordinate closely with infrastructure, networking, and security teams. Legacy Revitalization : Evaluate and adopt modern framework tooling to safely revitalize aging enterprise systems. Vendor & Outsourcing Oversight : Oversee and guide external vendors delivering outsourced software packages to ensure deployment targets align with standard quality guidelines. Qualifications A recognized Bachelor’s Degree in Computer Science, Information Technology, or a closely related computing discipline. A minimum of seven (7) years of progressive, post-qualification professional software development experience. AI Tooling & Code Quality: Active experience using Integrated Development Environments (IDEs) alongside automated code agents to conduct thorough peer reviews and optimize pipeline quality. Ability to modularize complex programming tasks into discrete components, efficiently leveraging AI coding agents to improve time-to-market while strictly auditing outputs for logic faults or memory leaks. Hands-on expertise building, supporting, and migrating large enterprise environments leveraging Jakarta EE / J2EE structures, Java, and Spring / Spring Boot. Demonstrated experience working with enterprise-grade relational database backends, specifically Oracle RDBMS 19c, Microsoft SQL Server (MSSQL), or MySQL. Extensive familiarity launching RESTful APIs over Node.js and inside containerized topologies. Preferred familiarity with supplementary JavaScript modules like NestJS, Next.js, and Redis. Clear operational experience binding apps to Azure Active Directory, configuring seamless Single-Sign-On (SSO), and enabling robust Multi-Factor Authentication (MFA) routines. Excellent analytical capabilities paired with strong interpersonal communication skills. Comfortably interfaces across multiple internal seniority tiers. Good proficiency in both written and spoken English and Chinese (with fluency in Putonghua preferred).
