Role Summary Reporting to the Head of Information Technology, the IT Governance Lead manages a team responsible for IT procurement, budgeting, vendor management and IT policy governance across Hong Kong, Mainland China, Singapore and Dubai, serving as the governance and coordination hub of the department. Key Responsibilities IT Procurement: Lead end-to-end procurement of hardware, software, cloud services, telecom circuits, network and security equipment, maintenance and support services, market data, subscription services and IT outsourced resources; drive tendering, commercial negotiation, contracting, acceptance and payment, and deliver cost optimisation. IT Budgeting: Coordinate the preparation of the annual IT budget by consolidating requirements from all business and support functions; monitor budget utilisation and review reallocation and supplementary budget requests. Vendor Management: Establish and enhance vendor onboarding, evaluation, tiering and exit mechanisms; conduct periodic performance reviews; manage vendor concentration risk and the full lifecycle of outsourced personnel (both onsite and offsite). IT Policy and Process Governance: Develop, revise and maintain IT policies, procedures and process standards; maintain the policy inventory; manage consultation, approval, publication and staff communication; enhance the process framework with reference to COBIT/ITIL. Team and Cross-functional Coordination: Allocate work within the team and review deliverables; oversee the department’s day-to-day administrative and operational matters; drive cross-functional initiatives with internal departments as well as head office and group-level counterparts. Requirements Bachelor’s degree or above; majors in Information Management, Finance or Business Administration preferred. Minimum 10 years of experience in IT management, IT procurement or IT governance, including team leadership; experience in financial services, banking or securities is preferred. Experience in cross-border IT procurement (Hong Kong, Mainland China, Singapore) is an advantage. Solid knowledge of IT procurement and contract negotiation practices, IT governance frameworks (COBIT/ITIL), budget planning and policy drafting. Familiarity with Hong Kong regulatory guidance on IT outsourcing and cloud service procurement is preferred. Fluent in Cantonese, Mandarin and English, with strong written skills in both Chinese and English. Strong cross-functional communication and coordination skills, with solid documentation and organisational capability.
